Some people in the past have referred to their drug dealer as “the candy man.” An Iowa man took on this persona for real and is now suffering the consequences. 36-year-old Dwayne Howard was arrested for selling crack out of his candy shop.
Howard owned Wayne’s Candy in Dubuque, Iowa and was caught selling crack rocks to an undercover police officer. It appears Howard sold to the same undercover cop on multiple occasions according to a statement released by U.S. Attorney Kevin W. Techau saying, “In a plea agreement, Howard admitted he sold crack cocaine to an undercover police officer on multiple occasions in January and February 2014. All but one of the sales took place inside his business.”
During the trial, Howard admitted that the candy store was a drug front. It was a legitimate business and the crack sales were used to fund it. Twice, Howard told the undercover officer to take something off the shelves to take with him to make it appear that a legal transaction transpired, a common practice at drug fronts. The investigation discovered that the store did not keep normal business hours and held only five dollars in its bank account.
Another problem was that the candy store was within 1,000 feet of two playgrounds. In October 2014, Techau said that Howard pleaded guilty to one count of distribution of crack cocaine near a playground. He was sentenced to serve less than six years as well as serve six years of supervised release. Since it is federal, there is no parole.
